Kerry the coordinator of Baker-Hamilton commission ….. What does that mean?
Written by Nasser Kandil,
The American political elites and the communities of the politics-makers in Washington have witnessed difficult attrition and a harsh sorting of positions and sites which affected the Democratic and the Republican parties of splits and repositioning under the effect of the developed failure in the War of Iraq, since its features have started in Summer 2003 with the emergence of the starting works of the Iraqi resistance on one hand, and the abject failure to achieve the desired pressure on Iran and Syria to change their positioning in the regional policies on the other hand. This was after the indirect answers which the Omani, Swiss, and the German mediators had transformed by the Iranian leadership, and what the US Secretary of State Colin Powell has heard at that time from the Syrian President Bashar Al-Assad after he brought to him the terms of Washington for not classifying Syria at the list of the enemies, but the shocking answer of the President Al-Assad was if Syria has to chooses between the occupation or the resistance, do not ask about its position it will surely be with the resistance.
The one who observes that phase of the international American debates will find that the two names of the senators have shined because they are at the front confrontation line with the policy of the war which was led by the team of the Neo-Conservatives through the quartet; the President George W, Bush, his Vice President Dick Cheney, his Minister of Defense Donald Rumsfeld, and the US Secretary of State and his Advisor for the national security issues Condoleezza Rice, these two senators are in priority John Kerry followed by his colleague Barack Obama as two representatives of the educated aristocratic intelligentsia at the parliament and the Congress, knowing that the name of Hillary Clinton and her husband the former President Bill Clinton were mentioned at the gray list between the two confronting lines, and that the nomination of Kerry for the presidency in 2004 against the second mandate of George W. Bush was the fruit of this political confrontation and his defeat was a sign of the immature engagement at the level of the American public opinion, so the birth of document of the Committee’s recommendations which includes the Republican and the Democratic Parties and was known by the names of its Presidents the Republican James Baker the Secretary of State of the President George Bush the father, and Lee Hamilton the Head of the Democratic bloc and the Chairman of the Intelligence committee in Congress was the culmination of the path of the confrontation itself. It is the document which showed that Kerry was the main writer of its texts and that the nomination of Obama for the presidency was the natural outcome to put this document into effect at the expense of the grayness which his rival in the Democratic nomination Hillary Clinton has characterized with.
The document based as it was known on first, the call to stop the policy of exclusion and punishment against Russia on the international arena, but on the contrary the return to the equation of the partnership with it to make stability and to fill the strategic gaps which resulted of the failure. Second, moving through the spirit of the strategic partnership toward Old Europe which means France, Germany, and Britain which Rumsfeld has said about it that it has something of the past and its time has passed away with the emergence of what he called the New Europe from Georgia, Ukraine, Romania, Czech, Bulgaria, and Poland. Third, the return to the UN holding station as a framework for keeping the international security and peace, while in the Middle East the document has recommended of the withdrawal of the American troops from Iraq within a participatory political process with the two neighbors the Iranian and the Syrian within a comprehensive dialogue with them that based on the admission of a nuclear Iran, an Iranian dominance in Afghanistan and Iraq and an effective role in the security of energy and Gulf and in parallel the admission of the position of Syria as a regional player that has its role in the stability of Iraq and Lebanon and in making the Arab-Israeli peace which requires an admission of that Israel has become a burden on the American policies by its refusal the response to the calls for a Palestinian State and its capital the Eastern Jerusalem on the occupied territories in 1967 with a fair solution for the refugees’ issue that stems from the resolution 194. The document calls for the withdrawal of Golan till the fourth of June line and from the Lebanese Shebaa Farms within the concept of the association with the Lebanese and the Syrian tracks.
According to the document which has been issued in November 2006 a war that is funded by Saudi Arabia and supported by Israel has occurred, the first of its consequences was the document of Frederick Kagan which issued by the American Enterprise Institute that called for an alternative that is based on forming an alliance between what it called the countries of Sunnis and Israel against what it called the Shiite axis considering that the confrontation will change the political geography in the Middle East. Cheney was at that day the sponsor of this document which is so-called “The Surge” the American media press has witnessed debates between the supporters of the two documents, the answer of McCain the Republican presidential candidate who is supported by the President Bush and his team against the Democratic candidate Barack Obama who is supported mainly by the Senator Kerry who has lost his elections in 2004 against Bush through the cooperation of the Israelis lobbies with the Republican formations that were funded by Saudi Arabia. This is the same Saudi Arabia which Kerry has visited two days ago, the same Saudi Arabia which the debate around it has constituted half of Kerry’s electoral campaign in 2004 because it is the main resource for terrorism which threatens the world. In the center of that debate between the documents of Kagan and Baker Hamilton, Kerry has written in Washington Post several articles that defended mainly about the principle of the dialogue with each of Iran and Syria as a strategic necessity to protect the American interests. In the center of that debate Kerry and the Senator Chris Dodd have visited Syria and met the President Bashar Al-Assad in December 2006, His most important article was defending on that dialogue in Washington Post in addition to other article defending on the dialogue with Iran in the same newspaper in May 2008
Kerry who has sponsored and observed the fierce negotiation in the name of his administration with Iran has put into consideration the arrival to understanding, he has waged the fiercest political, media, and diplomatic wars against the Syrian President Bashar Al-Assad, but now he is waging his wars within the attempt of reaching to the best settlements’ conditions in favor of his country, he puts his political philosophy which has turned into a doctrine as his history says in front of the test to prove the eligibility and the ability of making politics better than what the policies of his opponents and competitors from the campaign of McCain, Bush, Cheney, Rice and others showed.
The visit of Kerry to Riyadh is a part of Kerry’s project in Syria and a part of Kerry’s vision to Saudi Arabia itself. The next days will bring a lot; and will ensure the end of the Saudi era at the expense of the American higher interests, which indicate that the test of the cooperation with Iran will reduce the balance of Israel and Saudi Arabia to the lowest level.
Who observes will discover that what is going on in front of us from Moscow to the capitals of Europe toward Iran and Syria and toward Saudi Arabia, Israel, and Turkey is just a revised version of Baker Hamilton document in the phase before applying the document of Kagan for a Sunni – Shiite conflict through which was intended the affirmation of the rule of Muslim Brotherhood and the legislation of the alliance with Al-Qaeda organization, while the separated arena between the two documents was the war on Syria.
